asked the Secretary of State for Scotland if he will bring forward proposals to introduce legislation to abolish the tied house system which adversely affects certain non-industrial and industrial civil servants; and if he will make a statement.

The official provision of houses for civil servants who work in remote stations or who are required to reside close to their place of work is non-statutory, and there is no need for legislation to alter the present arrangements. The houses are provided for the convenience of the staff as well as the convenience of the Department; and, although there have been a few representations about proposed increases in the rents, I am unaware of any previous suggestion that it would be beneficial to stop providing such houses under present arrangements, and I see no grounds for doing so.
