asked the Secretary of State for Social Services what is the total number of national insurance benefits; and how many of them are not available, in whole or in part, to self-employed contributors.

In my reply to a similar Question on this subject from the right hon. Member for Devon, North (Mr. Thorpe) on 10th November, I listed the benefits payable wholly or partly out of the National Insurance Fund and indicated which of them were not available to the self-employed. There is no legal definition of the "national insurance benefits", but the following further benefits are or will be payable under the Social Security Act 1975 wholly out of the Consolidated Fund:—

  • Attendance allowance.
  • Non-contributory invalidity pension.
  • Invalid care allowance.
  • Mobility allowance.

All of these are available to the self-employed.
