asked the Secretary of State for the Environment if he will issue a circular to local authorities to encourage and stimulate the designation of further improvement areas such as the Black Road improvement scheme in Macclesfield for which his Department has recently made an award.

Guidance given in DOE Circulars 13/75 and 14/75 is sufficient to encourage the declaration of suitable general improvement areas, 79 of which have been declared in England and Wales since the enactment of the Housing Act 1974, to add to the 904 in existence prior to that date. Given effective management, many of these areas should be as successful as Black Road, Macclesfield, which fully deserved its recent commendation.
