Mr. Spearing

asked the Secretary of State for the Environment what criteria are applied by his inspectors in determining whether houses are fit or unfit in respect of orders made under Part III of the Housing Act 1957.

Mr. Armstrong

The statute lays down various criteria, including such matters as repair and stability, freedom from damp, drainage and sanitary conveniences, etc.

Mr. Spearing

asked the Secretary of State for the Environment what criteria are used by his inspectors in determining whether houses, designated by them as unfit in respect of Part III of the Housing Act 1957, can best be dealt with by rehabilitation or by clearance.

Mr. Armstrong

This is a matter for the professional judgment of the inspector, who will necessarily have regard to the statutory provisions and to the guidance given from time to time in departmental circulars.

Further advice on the social and economic aspects of both redevelopment and rehabilitation issues is being prepared.
