asked the Secretary of State for Wales what is the estimated additional cost to public funds in Wales during the latest period of 12 months for which figures are available resulting from the under-charging of hospital staff for food supplied to staff dining rooms.

It will not be possible to make a meaningful estimate until reports are received towards the end of the year on the operation of the new arrangements for separation of staff and patient costs.

A working group of area health authority officials has recommended a system for separating staff and patients' catering costs to ensure proper financial control and have suggested that two additional clerical officers would be required in each district to implement the system fully. The Department has asked authorities to arrange gradual implementation of the system and to report back on the results. So far eight clerical staff at salary scales ranging between £1,074 and £2,691 have been appointed, but some districts are introducing the system using existing staff.
