Mr. Anderson

asked the Secretary of State for the Home Department what representations he has received in favour of creating an offence of "joyriding" horses analogous to that of taking a conveyance without authority under Section 12 of the Theft Act 1968; and what is his policy towards such an extension of the law.

In recent months we have received two letters making representations on behalf of the same complainant. Although we sympathise with horse owners whose animals are used by joy riders we would not feel justified on present information in recommending a change in the law such as is suggested; but we shall keep the matter under review.
