asked the Secretary of State for Trade if he will make a statement about changes to those provisions of the Warsaw-Hague system concerning the carriage of cargo by air adopted at the Diplomatic Conference on Air Law in Montreal.

The conference adopted a protocol to the Warsaw Convention as amended at the Hague, making the following main changes; a regime of strict liability subject to only limited defences; substitution of special drawing rights (SDRs) for Poincaré gold francs for expressing the limit of liability, which remains unchanged apart from a marginal increase due to rounding up in the conversion; protection for carriers of air mail; and adoption of documentation requirements to permit the use of electronic data processing (EDP) techniques. Although we would have preferred to retain the former regime of liability, we welcome all the other changes, especialy the recognition of the growing use of EDP in cargo handling.
