asked the Secretary of State for Education and Science what steps he is taking to examine the educational and vocational guidance problems of the 16–19 year old age group; and when he will recommend to local education authorities ways in which these problems should be tackled.

Local education authorities have a statutory duty, under the Employment and Training Act 1973, to provide a vocational guidance service for persons in the 16–19 age group attending educational institutions, and an employment service for those leaving them. My right hon. Friend the Secretary of State for Employment is responsible for the careers service and gives authorities whatever guidance may be needed. My Department keeps in close touch with his. A survey of careers education in secondary schools made in 1971–72 by Her Majesty's Inspectors was published in 1973 as Education Survey 18. In 1972–73 Her Majesty's Inspectors also reported on careers guidance in further education establishments and their conclusions were made available to local education authorities and colleges.
