asked the Secretary of State for the Environment what progress has been made in encouraging the movement of goods from road to rail; and if he will make a statement.

The Railways Act 1974 was intended to encourage the transfer of suitable goods traffic from road to rail, by setting up the new system of financial support for the railways and by providing grants towards the provision of private sidings and related equipment. It is still too early to estimate the effects of those measures.
