asked the Secretary of State for Defence if he will give a general direction to the Post Office to provide a postal service for Service personnel at second-class postage rates.

No. Forces postage rates are based on the principle that a service man should not incur greater postal costs by being posted overseas compared with being stationed in the United Kingdom. Present Forces concessionary rates are made possible by subsidies which we could not justify increasing at the present time.
