Friend has given to local education authorities in England and 509W Wales under Section 10(1)(a) of the Employment and Training Act 1973 he has stressed the need to recruit staff who can satisfy the requirements for entry to the Careers Guidance Diploma courses of the Local Government Training Board. Similar guidance to education authorities in Scotland is likely to be issued shortly.
