asked the Secretary of State for the Environment how many motorists there are in each category of vehicle insurance cover.

All motor vehicle owners, other than those specified in Section 144 of the Road Traffic Act 1972, are required to have an insurance policy which covers at least their liability for death or bodily injury as specified in Section 145 of the Act. I am informed that, with very few exceptions, all private car policies also include cover against liability for damage to property owned by a third party; and that it is estimated that some 70 per cent. of all policies also include cover against damage to the insured vehicle.
