asked the Secretary of State for Trade whether he is now able to report some progress on his consultations with the shipping industry and other interested parties regarding the introduction of legislation to implement the International Convention for the Prevention of Pollution from Ships, 1973.

The Department's studies both at the national level and the international level in IMCO have made good progress, but I am not yet in a position to say when legislation will be introduced. In the meantime, I note that progress is being made towards the general acceptance of the 1969 amendments to the 1954 Convention for the Prevention of Pollution of the Sea by Oil, 1954, which are substantially repeated in the 1973 Convention.
