asked Her Majesty's Government:

(a) which dependent territories have a Civil Aviation Authority and with what responsibilities, and (b) who is the Authority in Gibraltar with such responsibilities.

The attached table lists the dependent territories in which responsibilities for civil aviation are exercised and gives the nature of the responsibilities. The authority in Gibraltar with the responsibilities indicated in the table is the Governor, who holds this authority as part of his direct responsibility for all matters primarily concerned with external affairs, of which air communications are one aspect. This authority is held in accordance with the Constitution and with the provisions of the Colonial Air Navigation Order 1961 as amended, and of Section 13 of the Civil Aviation Act 1949 as extended to the territory by the Civil Aviation Act 1949 (Overseas Territories) Order 1969.
