asked the Secretary of State for Scotland to what legislative or policy factors he attributes the increase in non-industrial staff in his Department from 9,052 on 1st March 1974 to 9,617 on 1st July 1975.

The transfer on 1st July 1975 of staff from the Department of Industry engaged on selective assistance to Scottish industry accounts for more than one-quarter of the increase. A similar proportion of the increase reflects an improvement in recruitment to the Scottish Prison Service and the State Hospital, Carstairs. The remainder is in large measure due to the development of offshore oil and to changes in the administration of superannuation schemes.
