§ Mr. Ralph Howellasked the Chancellor of the Exchequer whether any contractual arrangements have been made 345W with any other country, or foreign commercial organisation such as the International Monetary Fund, whereby North Sea oil has been pledged as collateral against the United Kingdom's external borrowing requirements.
