§ Lord BARNBYasked Her Majesty's Government:
What are the amounts of loans outstanding to Tanzania, Uganda, Kenya and Zambia respectively, and whether 1572WA they will make it a condition that repayment to British nationals for any of their assets compulsorily acquired by those countries shall be a first charge on any further loans or aid granted to those countries.
§ Baroness LLEWELYN-DAVIES of HASTOEThe amounts of loans and grants outstanding to Tanzania, Uganda, Kenya and Zambia, respectively, are given in the Table below. As we have said before, compensation payments to British nationals whose assets have been expropriated by any overseas Governments are the responsibility of that Government. They would not be an appropriate charge on aid funds provided for development purposes.
