§ Mr. CarmichaelTraffic conditions on the South Circular Road are primarily a matter for the Greater London Council, which is both highway and traffic authority for the road. However, in his recent statement on the Greater London Development Plan my right hon. Friend indicated that he would wish to discuss with the Council the need for better facilities for orbital movement in west and south London.
