§ 20. Mr. Michael Spicerasked the Secretary of State for the Environment whether, in view of the need to conserve energy, he will consider authorising improved grants towards the better insulation of homes and more efficient heating systems.
§ Mr. FreesonLocal authorities are already able to issue improvement grants for installing more efficient heating systems. The cost of thermal insulation can normally be recouped swiftly through reduced fuel bills; but Ministerial consent may be given to grant for roof insulation for elderly or disabled persons who could not reasonably meet the cost.
