§ Mr. Robert SheldonNo. Payment of the general betting duty by off-course bookmakers is governed by the General Betting Duty Regulations 1973 (Statutory Instrument No. 1973/118). The way in which bookmakers pass on the duty to punters is a matter for their commercial judgment. The collection of the levy payable to the Horserace Betting Levy Board is a matter for my right hon. Friend the Secretary of State for the Home Department.
