§ Mr. DeakinsNo submission has yet been made by the Commission to the Council of Ministers. Nor has there 67W been any recent advance in the formal position explained in my answers to the hon. Member for Manchester, Withington (Mr. Silvester) on 28th July this year (Hansard, cols. 1265–6). The Commission's officials are still exploring with member States proposals for harmonising laws on this subject.
