Mr. James CallaghanAs the final communiqué (Cmnd. 6066) makes clear, the Commonwealth Heads of Government gave a warm welcome to the Lomé Convention and expressed the hope that its principles could usefully contribute to the further development of relations between the developed countries, on the one hand, and developing countries, including the Asian and other Commonwealth countries, on the other.
