asked Her Majesty's Government:

With reference to the Final Communique of the Commonwealth Heads of Government Meeting in Kingston, Jamaica, whether the small group of experts to be invited to draw up "a comprehensive and inter-related programme of practical measures directed at closing the gap between the rich and the poor countries", will:

  1. (a) Seek to identify activities which are "transferable" from the industrial- 1398 ised European countries to Africa and other developing countries of the Lomé Convention within the context of new terms of industrial cooperation, and;
  2. (b) Consult the "Club of Dakar" under the terms of paragraph 30 of Cmnd. 6066 before drawing up this programme.

The small group of experts has not yet been established. It will be for the group itself, when it is established, to define the scope of its activities in the light of paragraphs 27 to 37 of Cmnd. 6066.
