A contractor is required to obtain the consent of the superintending officer to any subletting and in any case of a labour-only subcontract to give an assurance that the proposed employment will be in accordance with the declaration of intent issued by the NJCBI, namely that all building trade operatives shall be in direct employment and at rates of wages and conditions laid down by the national joint council.
