asked Her Majesty's Government:

Whether they do not agree that the existence of two rival propaganda campaigns, one stressing the need for the individual to save paper and the other emphasising the fact that the local authorities and other organisations concerned cannot collect it or deal with it once it has been saved, is likely to hinder effective action in this field.

I am not aware of any current organised campaigns concerned with waste paper but I know that many collectors are suffering from the current poor market conditions. The Government have formed a special Advisory Group on Waste Paper Recycling to consider what action should be taken to promote increased recycling on a controlled long-term basis. The first interim Report of this Group, which will contain a number of concrete recommendations is expected shortly.
