asked the Lord President of the Council if he will give an assurance that an advertisement will be placed in the Morning Star giving the same information which has been placed in other national newspapers concerning the procedure to be followed in obtaining postal votes in the referendum on the Common Market.

No. Within the limited funds available the Government must place advertisements on a value for money basis which can only be established by reference to independently audited circulation figures. TheMorning Star does not provide such figures, unlike all other national newspapers, and cannot, therefore, be considered for Government advertising of any kind. The newspaper has been told on a number of occasions that if it provides independently audited figures it will be considered for Government advertising on the same basis as other national newspapers.
