§ Dr. OwenLocal authorities, when given the opportunity to choose their own priorities this year, 1975–76, chose to give a much higher priority to projects of this kind. These may, however, be affected by the further restrictions on public expenditure announced recently. Nevertheless I hope that a substantial number of such projects may still be included in the programme.
