§ Mrs. HartA resolution in principle to provide aid to non-associates, including particularly the countries of the Indian Subcontinent, was accepted by Development Ministers last July. I have since then been seeking its implementation in firm financial commitments for the future, but no decision has yet been taken on Commission proposals submitted in March, which are now being placed in the Library, and which I regard as a basis for discussion.
