How many British subjects will be deprived of a vote in the referendum.

Lord SHEPHERD

The franchise for a General Election, which the Government propose, with the addition of Peers, to apply for the referendum, consists of British subjects (which includes citizens of Commonwealth countries) and citizens of the Republic of Ireland who have qualified by residence for inclusion in the register. It is impossible to estimate how many British subjects are not so qualified.
