§ Mr. Prentice:The Training Opportunities Scheme is a retraining scheme for adults, whose needs are different from those of school leavers. My right hon. Friend the Secretary of State for Employment, the Manpower Services Commission and I are currently giving attention to the separate problem raised by this question.
