Mr. Cordle

asked the Secretary of State for the Environment whether he is aware that attendance allowances payable to local councillors who are retired persons in receipt of retirement pensions are classified as if they were earnings from gainful employment and so lead, via the operation of the earnings rule, to reduction in the amount of the pension; and if he will take appropriate steps to exempt such allowances from the operation of that rule.

In conjunction with the local authority associations my right hon. Friend has recently initiated a review of the working of the present arrangements for allowances payable to members of local authorities which I chair. The point raised by the hon. Member will be examined during the course of this review, and I shall consult my right hon. Friend the Secretary of State for Social Services as necessary.
