asked the Secretary of State for the Home Department if he has concluded his discussions with the police on how that part of the Judges' Rules guaranteeing the right of an arrested person access to a solicitor can be better enforced administratively; and if he will make a statement.

The need for observance of the Judges' Rules was discussed by my Department with chief officers of police last December, with particular reference to the powers of detention contained in Section 7 of the Prevention of Terrorism (Temporary Provisions) Act 1974. Her Majesty's Inspectors of Constabulary are paying special attention to the arrangements made within each force to ensure observance of the Rules, and I intend to keep this matter under review.
