asked the Secretary of State for the Environment what are his proposals for bringing into force those provisions of the Control of Pollution Act 1974 which have not yet been brought into force.

I would refer the right hon. and learned Member to the answer given to my hon. Friend the Member for Kingswood (Mr. Walker) on 3rd February.—[Vol. 885, c. 409–14.] The discussions with local authority associations referred to in that answer are now in progress.
