asked the Secretary of State for the Environment if he will consult with the Boundary Commission with a view to speeding up the process of designating new parish councils under the provisions of the Local Government Act 1972 for those areas not entitled to successor parish status nor enjoying the rights and privileges of rural parishes.

No. The Local Government Boundary Commission for England is required by the 1972 Act to review local government electoral arrangements as soon as practicable. The timetable set out in its Report No. 6 is already tight, and the inclusion of other matters in its current programme would inevitably prejudice its statutory priorities. I shall, however, consult with it in good time about the next stage of its work.
