Action against dumped or subsidised imports of textiles as of other goods is regulated by the Customs Duties (Dumping and Subsidies) Act 1969. The Act lays down in detail the procedures under which the necessary evidence is collected, and we have no reason to think that they do not operate efficiently. The responsibility for assembling the prima facie evidence on which we can start an investigation does, however, lie with the industry which considers it is being injured by unfair trading.
