§ Mr. William RossInternational agreement was reached having regard to the proportion of each country's catch in recent years and the rights of the United Kingdom as the coastal state principally concerned. I expect to announce a decision shortly on the methods of allocation of the United Kingdom quota within the British fishing fleet.
