§ Mr. Edward ShortNo. Consultations on devolution in Wales were held last summer. Following publication of the Government's consultative document there was a general invitation for people to express their views. I do not think a further special survey of the views of Welshmen living outside Wales would be justified, even if it were practicable.
§ Mr. Dalyellasked the Lord President of the Council when he hopes to publish the White Paper on Devolution.
§ Mr. Edward ShortI am considering publishing a White Paper in advance of the introduction of the Bill on devolution. It would, however, be wrong to do so if preparation of the Bill would then be delayed.
