Mr. Knox

asked the Secretary of State for Employment if he will publish in the Official Report a table showing for each year since 1955, on a quarterly basis, the number of individuals who were on short-time working.

Notes:
For February 1960 and earlier dates the figures are based on the 1948 edition of the Standard Industrial Classification. From May 1960 to June 1969(a) they are based on the 1958 edition and from June 1969(b) on the 1968 edition.
Up to May 1961 the figures relate only to those establishments which rendered returns in the month concerned. Subsequently they include an allowance for those not rendering returns. The figures for May 1961 are shown on both bases.
The estimates from June 1966 onwards have been revised to take account of certain changes in industrial classification. The estimates for June 1966 are given on both bases, i.e. (a) excluding and (b) including the effects of reclassification.
The estimates are based on counts of national insurance cards up to June 1971(a) and on the annual censuses of employment from 1971(6).
Until June 1974(a) the figures related to operatives at establishments with over 10 employees in manufacturing industries except shipbuilding and ship-repairing. From June 1974(b) they relate to all operatives in manufacturing industries.
* Owing to the interruption of postal services no information is available for February 1971.
† In February 1972 the volume of short-time was affected by the power crisis and in February 1974 by the coal mining dispute.
