Mr. Arthur Lewis

asked the Minister for the Civil Service whether he will publish in the Official Report details of the financial expense allowances, housing and other benefits receivable by Ministers in addition to their ministerial and Parliamentary salaries; and what is the estimated worth of these benefits on an annual basis.

No special allowance, other than the London supplement, is payable to Ministers. The supplement is paid to Ministers whose posts are based in London and who do not have an official residence. It is worth £228 per annum at present. In the case of the Prime Minister's salary, £5,000 is allowed free of tax for special expenses.

Official cars are provided for the use of Ministers for journeys in connection with official business, but it is not possible to quantify the annual worth of this facility in terms of personal benefit to Ministers.

There are four Crown properties available for occupation by Ministers. These are Numbers 10 and 11 Downing Street, 1 Carlton Gardens, and Admiralty House. It is not possible to give the estimated worth of these properties on an annual basis because a freehold market value cannot be placed on them.
