asked the Secretary of State for the Home Department (1) whether he will consider setting up an inquiry into the distribution of funds by the Horserace Betting Levy Board out of monetary contributions collected under Section 24 of the Betting, Gaming and Lotteries Act 1963, so as to ensure that those receiving financial advantage either directly or indirectly accept the principle of conciliation and arbitration in the handling of labour disputes; (2) whether he will move to set up a Select Committee to inquire into the operation of the Betting, Gaming and Lotteries Act 1963.

My right hon. Friend will consider whether a general inquiry into the operation of the 1963 Act is now appropriate and, it so, the form it should take, and how far it should cover the principles and practice of the horserace betting levy scheme.
