LyonPeople can already spread the incidence of the licence fee by using a television savings card available at Post Offices, although admittedly this means saving in advance of the date when payment is due. To provide a scheme for payment by instalments would add to the costs of licensing, and the additional cost would have to be recovered in the instalments payable. My right hon. Friend is not, therefore, persuaded of the case or need for such a scheme.
