BrownSince the Act came into operation last November local authorities have been preoccupied with reorganisation, but a number of authorities are already using the Act's new powers to deal with areas of sub-standard houses I look for a widespread and vigorous use of these powers now that the new district and islands councils have taken over full responsibility for housing.
