- Derbyshire
- Dorset
- Enfield
- Essex
- Gateshead
- Hounslow
- Leicestershire
- Lincolnshire
- Northamptonshire
- Oldham
- Redbridge
- Rochdale
- Suffolk
- Waltham
- Forest
- Wiltshire
- Worcestershire
With the exception of a scheme involving certain schools in the Markfield area of Leicestershire, all the above were approved before this Government came into office.
