§ Mr. ArmstrongComplete figures are not available for all staff employed in education but it is estimated that in 1970, 1973 and 1974 in England and Wales there were about 10 pupils and students in grant-aided schools and establishments and in universities per member of staff employed, counting part-time students and part-time staff as a full unit each. The equivalent ratio in 1950 is not available and is estimated at 16 in 1960. The major element in the change in this ratio has been the substantial increase in the number of part-time women non-teaching employees.
