§ Dr. OwenIn present economic circumstances additional health or social services resources for a particular purpose can only be provided by reducing provision for other purposes. In order to take account of my right hon. Friend the Chancellor of the Exchequer's recent Budget Statement, my Department is reviewing in consultation with the local authorities the current social services building programme. This already gives the highest priority to community home projects. We shall be considering revenue expenditure priorities in this year's public expenditure survey and rate support grant negotiations.
