Friend the Member for Bolton, West (Mrs. Taylor) on 27th January 1975—[Vol, 885, c.44–5.]—the land proposals do not constitute a change in planning circumstances such as to affect the handling of planning applications. We look to local planning authorities to continue to consider applications in the usual way, and the advice contained in Annex A to Circular 122/73 is still relevant.
