§ Mr. Roy JenkinsI am giving close consideration to the report and to the many and varied comments which I have received on it since its publication, including those relating to some considerable difficulties raised for the probation service. I must also have in mind the problem presented by severe constraints on resources at the present time. I am not yet able to make a definitive statement.
