§ Mr. FreesonI was sorry to learn of the sad accident in my hon. Friend's constituency. The Building Regulations require a balcony to be guarded by a balustrade parapet or railing not less than 1.1 metres high, built so as to provide reasonable safety for anyone using the balcony, and I believe that this requirement is generally satisfactory.
