§ Mr. Kinnockasked the Secretary of State for Employment whether the proposal by the Horserace Betting Levy Board to establish appropriate negotiating machinery throughout the racing industry which would enable a minimum wage scale for stable staff to be negotiated by 1st June 1976 has been considered by his Department and by the Advisory, Conciliation and Arbitration Service and whether he will make a statement.
