§ Mr. Roy JenkinsThe report which I commissioned from the Advisory Council on the Penal System on non-custodial and semi-custodial penalties laid the foundations of recent legislation to provide new alternatives to prison. I attach high priority to developing existing non-custodial alternative measures and have no plans to extend the range further in the semi-custodial field at a time of acute pressure on resources.
